According to the ‘History in Pictures’ website of the Hong Kong Public Records Office (https://www.grs.gov.hk/ws/hip/en/port.html), this photograph shows a meeting at Tai Po Market between Sir Henry Blake, who was the Governor of Hong Kong from 1898 and 1903, and 'the gentry and elders of the New Territories communities at which the Governor explained the principles upon which the leased territories would be governed.
