It is possible that this is the office of Sir William Henry Wilkinson (1858-1930), who was the British Consul-General in Yunnanfu (Kunming) 1902-1909. If so, the portrait on the desk would be of his wife who died from diphtheria in 1902. Wilkinson was a sinologist, Chinese playing card collector, card game enthusiast and expert.
